Drinking Water Source Protection Plan

Project Year:

2010

Project Budget:

$105,000

WCQI Grant:

$25,000

Organization:
City of Kelowna

Project Description:

In order to obtain a Filtration Deferral Permit from the Interior Health Authority (IHA), it was requested that the City of Kelowna demonstrate that extending water intakes to a deeper depth is equivalent to a watershed control program. To support this proposition, and as a requirement for their Utility Operating Permit from IHA, the City developed a Source Protection Plan that addresses Modules 1, 2, and 7 of the Ministry of Health Comprehensive Source to Tap Assessment Guideline. They reviewed and identified the limnological threats to water security for the City of Kelowna: natural and human–derived changes to water quality at the City’s water intakes which could pose a threat to human health. Once the contaminant sources were identified, a three-dimensional hydrodynamic model was used to investigate quantitatively the source characterization of the City’s intakes and the reduction in threat to each intake if at a deeper depth. Based on the information collected and from the modelling analysis, risk assessment was developed for each of the contaminant sources and recommendations were provided. The results of the project are beneficial to all communities with large lake intakes. To view the City of Kelowna report see: Kelowna Drinking Water Source Protection
